From the moment settlers first started pumping water to clear land for houses and farms, water has been the central, existential fact of life in the Netherlands — a daily matter of survival and national identity. The Dutch approach is, in part, to let the water in. “We have no choice,” said Rotterdam's mayor, Ahmed Aboutaleb. “We must learn to live with water.” That means the construction of facilities like parking garages that become emergency reservoirs.
